The reason none of the Clow Cards is able to revert things back to an earlier (or repaired) state is because that’s simply beyond the ability of any magic.

Sakura casually conjured up a REPAIR card after her new card BLADE accidentally tore up some curtains.

Conclusion: Clow Reed was just an asshole who didn’t have any desire to FIX HIS GODDAMN MISTAKES.

People will probably consider me insane for DEFFENDING Clow Reed on this one, but please, before you decide I’m crazy, hear me out.

Clow not creating a card like REPAIR is a good thing, considering he knew that the person to inherit the Clow Cards would be of such a young age. If you pay atention to what Kero-chan tells Sakura, he’s actually teaching Sakura (and the viewers) a very important lesson: Magic can’t solve all your problems.

If one doesn’t watch the Episode, you would think that a broken computer and some books and paper laying around on the floor is not worth crying over. But that’s her father’s work that got ruined, something he worked very hard on and she knows that. 

If Sakura had counted with the magic to fix everything in the blink of an eye, the episode would ’ve lacked the touching ending scene showing Sakura making up for the accident she caused with her own effort and Fujitaka finishing his work in time despite the unfortunate setback, with the help and suport of his family - also teaching the viewers that no matter how tough the situation may get, you can overcome anything with the support of those you hold dear.
